- "The Board of Directors shall appoint from the membership at large such committees as they may deem necessary from time to time and confer upon such committees
powers as they may deem proper.
Except as may be otherwise provided in these By-Laws, the President of the Association and the Chairman of the Board of Directors shall be members ex-offcio of each such committee."

questions, industry problems, or labor relations matters without the sanction and approval of the Association?s Board of Directors in every instance.?
